After setting aside the painting for several months I realized there was something not quite right. I delved back into Germanic religion and reread passages about the the three Norns: Urd (origin), Verdandi (Becoming) and Skuld (Future). The Norns would take the shape of swans and gather at the Well of Memory.
I decided on a radical decision. Sometimes one has to destroy to create something better. I used a chemical to remove a large section of Urd's dress and then sanded as much of the paint off down to the original white ground. I then redrew the figure and drew the feathers laying over her form. I then repainted the figure in thin layers to allow the luminosity of the white gesso to radiate through the paint.
